Question CPU for GTX 1660

Which is the lowest end CPU that I can accomodate with my GTX 1660 with 0% Bottleneck? I mean like last generation of Intel CPU'S that doesn't not cause any bottlenecks and the most cheapest AMD cpu that can run the 1660 with 0% bottlenecks?

You are asking the wrong question.

You have a GTX 1660. It can handle a certain level of performance at a particular resolution.

Don't say "I want 0% bottleneck" and DO NOT EVER use bottleneck calculators. They're worse than useless.

It all depends on what games you want to play. Some are GPU-intensive, some are CPU-intensive. There's no specific answer to "which CPU goes with this GPU?"
 
At such a low resolution you are far more likely to hit a cpu bottleneck. However as your monitor is only 60Hz it doesn’t matter. At 60Hz all that really matters is achieving 60fps.

At lower resolutions the workload on the gpu is reduced allowing it to push higher FPS. However higher FPS puts extra work on the cpu.

A 1660 can push way over 60 FPS in all games at 1080p. Your limitation here won’t be the cpu but your monitor. A Ryzen 2600 would pair very nicely with the 1660 but without going to 1080p minimum you are unlikely to fully utilise the 1660. At 60fps/Hz a Ryzen 2600 is more than you need, it would be good for 1080p 144Hz.

Whats your current specs?

Crazy to buy a 1660 for such an old vga monitor. Not to mention that none of the new cards output vga signal so you would need to spend extra on an Active HDMI/DVI/DP to VGA adapter
I already bought the GPU thinking that my MOBO will probably support but it isn't working though

CPU - Intel core i7 870@2.93GHz(Lynnfield) quad-core
Motherboard - Intel DP55WG (AAE57629-407)
Internal HDD - 1tb Seagate(In the past i had some issues with the HDD too)
RAM - 8gb DDr3
GPU(Ex) - Zotac GTX 1050 2gb mini
GPU(new) - Galax GTX 1660 6gb gddr5 Dual fan (6pin power supply connector)
Power Supply - Cooler master 500
RS-500-PCAR-D3
ATX 12v ver2.3
Yes, I use an active HDMI to VGA converter.

but for around $600 you can go this route of upgrade, you can go lower if you forgo my listed cooler and just use the stock cooler of the r5 2600, or have a cheaper SSD maybe some 120gb SSD that is decent just for your OS boot drive.
