Cpu Frequency Always Drop to 0.49 Ghz After Startup

hii i'm running with Intel i3 5005u @ 2.00 Ghz and the problem is .why i my CPU (i checked in taskmngr) always drop to 0.49 after startup?? .i've tried several fixed by disabling C states and Intel speedstep and maximizing the performance etc. but it doesn't do aything.... can anyone help me with this problem ???

Maybe you have some powersaving options on in your OS or BIOS

does it stay at .49? or just when there is no load.

cpu throttleling. your thermodynamics of your cpu cant keep up to the cooling of the fans. thus your cpu HERTZ drops.

You can try to disable them. They might turn down your CPU frequency to save power

i already turn off the powersaving option .and its still same
