CPU Frequency bugged ?

Two of my CPU Cores( core #2 and core #3) get low Frequency 1.7Ghz after i disable cool n quiet in my Bios, the other 2 cores using the cpu multiplier that i overclocked to 4.5 (stock 3.9), enabling it back makes all cores using same frequency but i get huge cpu spikes after i hit 100% usage


CPU: AMD A8-6600K Richland
Motherboard: FA-A88x UP4
CPU Cooler: Cooler Master 212 Turbo

solved it, it was the NB Core getting lower voltage
