Question CPU Frequency Capping Question

Hi I have a quick question - if I cap my CPU frequency at 4.4 GHz instead of the unrestricted ~4.8 GHx for my Ryzen 5900X using power options in Win 10, will the decrease in performance be linearly proportional to the decrease in frequency? So ~10% performance decrease? If not linearly proportional what kinda relationship are we looking at here? Thanks!

always depending on which software you are running
some will decrease in performance for like 10%, some more, some less

will most software run at ~90%? So even when not 10% exact, very close to?

@Roland Of Gilead The decrease in thermals is HUGE by capping at 4.4 GHz. I program a lot in Visual Studio and the fans keep going crazy every time I type as Visual Studio analyses the code. So when I cap everything is much quieter.
Specs .... 5900X CPU, GTX 970 GPU, 2 Memory Sticks for total of 32 GB @ 2666 MHz, Gigabyte Aorus Ultra X570, Samsung 980 Pro 1 TB
