Question CPU frequency drop

I have a Intel Core i5-7500 with a base clock of 3.41GHz and Turbo of 3.80Ghz (accordingly with intel's website) however when I'm using my computer normaly my clock is kinda stable at 3.60GHz.
When I do something that requires more CPU and it reaches 100% use, the clock stay stuck in 3.58GHz no matter what. I've checked temperatures and they always stay between 60-70ºC. I don't know what can I do...

3.8ghz is single core boost not multi core boost i would assume. My cpu at stock speeds is marketed to turbo to 3.9ghz, but it only turbos to 3.65. What you are experiencing is normal and is the same across all cpu's

Yeah, I can understand that, my only problem is that when the cpu is being used with more intensity the frequency drops from where it was when it was idle. When its idle it stays at 3.60GHz when I'm gaming or something that needs more CPU it goes to 3.58GHz stuck.
Why would it go down in frequency if I need it more?
