CPU Frequency dropping from 3.5 Ghz to 1.4 Ghz

Hello,

Before I get to the issue I would like to list my PC :
CPU : AMD FX 6300 3.5 Ghz (stock speed)
Cpu cooler : Thermaltake Contac 16
GPU : Ati radeon 6670 1 gb ddr3
RAM: Kingston Hyperx Fury 2x4 GB 1600 Mhz
MBO : ASRock 960GM-VGS3 FX
PSU : 650W Chieftec 650-A8 Smart
OS : Windows 10 64 bit Pro

Recently I've noticed that in games my FPS will suddenly drop and after a bit of investigating, I discovered (by using AMD overdrive) that every time my FPS drops, my cpu frequency drops aswell. I have read numerous threads advising to disable CoolnQuiet, which I did but did not help.
I am also familiar that It could be caused by the VRM overheating but how come It has never happened before? I have upgraded my CPU cooler aswell to improve the temperatures.

I am wondering what are your opinions and how to troubleshoot it?

What cooler did you have before? The VRM's get better cooling from a top-down airflow as the air pushed out the bottom flows over the VRM's. The cooler you now have will blow no air over them.

I had the stock one. Altho the change in cooling hasn't been done recently. I changed it perhaps 7-8 months ago, and everything was working fine.

Looks like this board does not have any heatsinks for the VRMs, which could cause an issue when the CPU is at load. I had a similar issue with an MSI 970 motherboard I had previously.

Hmm and how can I recognize where do I need to apply these on my motherboard?

I just noticed that it is very hard for me to obtain these and will be quite costly aswell. Is there a way for me to help with some fans? I wouldn't really like to use some sticky tape and tape fans into all kinds of spots. My case is thermaltake commander GS-III. I have a fan in the back of my case (I believe its exhaust), and an Intake fan right in the front of the case. I have 2 spots which I assume are for fans in the upper area of the case, would adding a fan there help ?

Anything is better than nothing. If there is anyway to attach a small 40mm fan via zip-tie and direct it to your VRMs you could do that. I've done that in the past.
