Cpu frequency drops

Cpu frequency drops from 100% to around 30% while gaming
the specs I have are
Asrock 970 pro3 r2.0
AMD fx 8350
8 GB ram
GTX 1050Ti

I've tried unparking the cores and it had no effect, and the cpu isn't overclocked.
