Question CPU frequency drops?

Hey!
So I've been having an issue with my laptop for quiet a while now and reddit is kind of my alternative resort at this point.
So about a couple months back i started having problems with my Acer laptop, I noticed huge fps drop in between gaming sessions and had no idea why it might be happening... I tried everything I could and ended up just sending the product back to acer for repair, I got my laptop back a couple days back and they told me they replaced the motherboard.
But the problem is still there, I tried to diagnose further this time myself and noticed there are constant CPU frequency drops while I'm gaming, and the temperature is fairly high.
I don't understand why that might be happening... The fans are fairly loud, the exhaust port is fine, the motherboard is new, the laptop is clean, and BIOS is in the latest version...
I'm not sure when I will send it back again, I'm in college and need the laptop for this semester so I was wondering if reddit could help!

Laptop Model: Acer aspire a715-71g
CPU: i7 7700hq
GPU: Nvidia GTX 1050ti
RAM: 16GB
~126GB SSD, 1TB HDD

that little spike you see in the core frequency is a drop to 0.8ghz for a couple seconds, causing massive lags in game.
 
I did try to replace the thermal paste, it didnt help. :(
Is there any other diagnostics I can do perhaps?
Run MSI Afterburner and setup CPU/GPU in game overlays to display temperature and usage in game, then take a couple screenshots.

Edit Make sure you install RivaTuner Statistics Server during installation of MSI Afterburner.
Edit 2 The server is part of the Afterburner installer.
