CPU Frequency stuck on Auto

I'm using an FX 6300 Black Edition on a 990fxa UD3 R5

In the BIOS I'm unable to change the frequency settings after disabling Core Boost. I seem to be able to change any setting in the BIOS that's set to Auto

Are you using your + and - keys to adjust the settings? If you just enter number a lot of bios settings won't change - you have to adjust using the + and - keys.
