Question CPU getting quite hot idle and too hot under load

I recently built my second PC:
i7 9700k
32g (16/2) vengeance ram
Corsair 570x case
Rtx 2070
msi meg z390 ACE
Corsair H100i cooler

And I'm consistently getting 40c to 55c temps idle and as soon as I start up a game like OverWatch its spikes up to 90.

Not sure what my issue is here could it be I didn't screw in my pump tight enough or should I reapply thermal paste? (I didn't apply any thermal paste because it came with some already on) Or did I screw it in too tight? I have my three front fans on the case set to intake the two radiator fans on top set to exhaust and I mounted one extra fan on the back to exhaust as well. Please let me know ASAP if anyone has any info. This would be greatly appreciated.
 
Sounds like either the pump isn't running or there is an air bubble.

With the system running, try laying the case over on it's side, slowly, and then back up and over to the other side, slowly and then back up. Then try tilting the unit all the way backwards if possible. This is all to try and get the air bubble out of the pump and up to the radiator. You might also have to try and unbolt the radiator from the case and then lower it down below the level of the water block and then back up. If that does nothing to change thermals, then you may need to double check the mounting of the water block.

It's very possible you have a bad mount job or it is not fully tightened down.

Did you remove the plastic sheet over the thermal interface material (paste) that comes pre-applied to the water block?
