Question CPU getting to low to mid 60s while under only 20-25% load

I just recently built a new SFF PC and while doing some testing to get a general idea what my thermals were I noticed that my CPU was getting decently high temperatures while not under much load. While playing Fallout 4 on mid/high settings I was getting around 240 FPS but my CPU was reaching an avg of 60ish degrees at around 20% load and a single core would go anywhere as high as 75-80 degrees while my GPU was hitting around 60 degrees as well. My radiator fans also needed to be at a pretty loud rpm to keep my CPU at those temps. I understand that with a SFF PC the thermals aren't going to be incredible or maybe this is normal but I just found this odd.

What are the temperatures at load? As you note, you ought to expect higher temperatures on average and you have a high-power system. Testing a mid-percentage like this isn't terribly useful.
While running cinebench for a few minutes my CPU was at 100% load and reached around 89 degrees.
Also for reference it runs at around 35-40 while idling.
