We need to know the idle and load temps.
However, 45C is about 113F, so yes it should feel rather warm at that temp. Also, the Seidon 120 is not the best cooler, you may notice that the tubing to the radiator gets rather warm.
I disagree with the above in the programs that were suggested. I recommend
AIDA64 Extreme to stress the CPU as well as monitor the temperature. Once installed, drop down the Tools menu across the top, select System Stability Test, select CPU FPU Cache and System Memory, run the test for ten minutes, take a screenshot of the Statistics tab and post it here on Tom's.
In order to fit all the stats on screen at once, you may have to make the window taller.
