CPU Ghz Jumping Around

I have an Intel Core i7-4790k at 4.0 Ghz, when I open up task manager, my CPU is at 2.6-3.8Ghz. It jumps around from 2.6-3.6Ghz every couple of seconds or so. When I am in a game, it does the same thing which causes my game to get all stuttery and it severely lowers my FPS. How do I fix this? I'm not overclocked.
 
Search "power plan" and "change power plan settings"........ select "high performance".
That'll peg your CPU at the higher speed permanently.

Frequency 'bouncing around' is normal (within reason), as it's to conserve power..... but while gaming/stressing the CPU somewhat, it shouldn't have huge variances.

Are you monitoring CPU temps? You could be overheating a bit, which will reduce the frequency until temps are sufficient to 'boost' back.

Also, please post your full system spec.
 


I've already done that.
My temps go up to 90 (oh my) degrees celsius. The thing is, I have never had the FPS stuttering until recently. I play on a laptop but I have a desktop CPU. Did I screw up my CPU from all that over heating?
 

That's a problem and could cause stuttering as the CPU slows down to cool off.


That's impossible.

How do you suppose I fix my heating issue? My laptop fans are on MAX already. My room is a constant 20 degrees celsius.
 


Disassemble the thing and blast out any dust build up, and maybe remove the CPU cooler, clean off the new thermal paste and apply new paste and see if that helps. Either way, your CPU will run hot, laptops only offer limited airflow, which is why you don't see desktop CPUs stuffed into them very often.
 


I have my laptop almost always plugged in. Should I take my laptop to the shop and get it looked at?
 


The battery is still what delivers power to the rest of the system, regardless of if it's plugged in or not.
 


I took the battery out of my laptop. It's still not able to stop the stuttering. I've been able to get the Max temp to 88C. I was watching my RAM while playing CSGO. It goes to 324Mhz. I have 32GB of DDR3 RAM clocked at 2133Mhz. Isn't RAM supposed to be constant? Or does it only use the amount it needs? It's at 324Mhz while playing CSGO but it goes up to 810Mhz while Idle. It jumps to around 1000Mhz while idle as well. Is it my RAM?
