CPU giving low performance

Hi I have Intel e8400 with 4gb of ram I found my CPU isn't giving the performance which it should my friend have lower CPU then me with 2GB of ram but it run games faster then mine GPU-Z shows correct information but my CPU don't give the right result sometimes it shows only 1core but same speed plz help
