CPU goes to 99 degrees while gaming

I had an i5 2400,8 gigs of ram and gtx 650
i already reapplied new thermal paste
bought a new power supply (Cougar 500w 80+ bronze)
and still 99 degrees (all 4 cores) while playing Rainbow Six Siege
any ideas? frustrated cause of this.
 
What cooler are you using? Stock intel? Is the fan spinning? Are you sure the cooler is firmly installed on the socket? Installing intel cooler is sometimes tricky, you have to push the mounting switches until you hear a click noise.
If everything is set up properly i suggest you revert to bios defaults in case you made some changes with cpu core voltages. 99 C on all cores is simply not normal. Which monitoring tool do you use btw? Verify cpu temps with RealTemp while gaming
 

im using a stock intel cooler, yes the fan is spinning, but i dont hear any click sound, when im installing the cooler, even if i push it as hard as i can, so could it be the coolers fault?
 
You have to turn the mounting brackets counter clockwise, so counter the direction of the arrows BEFORE pushing them. You introduce all four switches within the holes, then you press one by one until you hear the click noise.
Make sure the switches are counter clockwise set when you install the cooler. See pic at following link

Try to release the cooler, and they re-install firmly so it has full contact on the cpu. The cooler should not balance at all when installed properly. Click noise is heard once, when you install it
 
yes I did turn the mounting brackets counter clockwise-ly, but the click sound is just not there

 
the CPU temperature in BIOS is 84 degrees, when I boot it up in windows it shows 99 degrees in msi afterburner, i'm guessing that its the coolers problem, if it's not, then i don't know what will fix this
