CPu-Gpu bottleneck question

specs:
MOBO:gygabyte G41M COMBO
intel core 2 quad 2.50 Ghz q8300 (yorkfield)
Gpu: Nvidia GTX 660 OC Gygabyte
PSU: 600 watt power brand
RAM: 4GB AMD gaming adition 1333 MHz
HDD 1 TB seagate
Now for my question i recently got the gtx660 card but i see low fps in most of my games i have suspicsions that theres major bottleneck i dont know excaclty what information to give you but i know that if i set black ops 2 to maxed out graphics i get around 43 average fps and if i set it on high i get the same results.. can someone confrim that theres bottleneck?
extra info: i cant overclock my CPU because my mobo is locked
extra info 2: i tried to overclock my gpu just a bit and i got worst results(OC guru II) i tested it on unigin heaven. Thanks in advance
 
Use your computer 'as-is' - the Q8300 was a great processor in its time (5 years ago) and still is!. - http://ark.intel.com/products/39107/Intel-Core2-Quad-Processor-Q8300-4M-Cache-2_50-GHz-1333-MHz-FSB. The CPU is not matched to the high end Graphics card that you have.

I do not recommend upgrading because you will have to change everything except the GTX 660 Graphics card (great Graphics for gaming).

Later, when you are ready, you can consider a new build to suit your needs.
 
Well my borther wants to give me a new motherboard and a new cpu (amd) and the new motherboard supports SLI so i was thinking that if i am to upgrade ill buy a second gtx 660 and a new PSu
for now i dont know the excact models of the items but my brother said they are better than what ive got currently..
