CPU/GPU bottlenecking solution?

Hi community!

I am new to this so sorry if I ask some obvious questions.

I recently build a gaming pc (parts are listed bellow) and need some advice.

While playing the witcher 3 I noticed that my CPU load is at 100% (all 4 cores) and my GPU is only at 35-40% load.
I did some research and found that this is because my CPU is bottlenecking my GPU.
Is there no way to solve this problem? I already overclocked my CPU to 4 GHZ.
If there is no possible solution what CPU would you guys recommend me?

my configuration:
GPU: GTX 970
CPU: AMD FX-4300
Motherboard: ASRock 970M Pro3
RAM: 8GB Corsair DDR3
1TB HDD, 120GB SSD
POWER: Corsair CX600M (600W)

That's a higher end motherboard, however it is older. So is the Cpu. It'll be hard to draw a comparison with that i7 and your current Cpu, but it's a dead end ultimately so I wouldn't do it. I believe it also uses DDR2. Not a bad platform for playing, if it was a little cheaper, but probably not a major upgrade for you if at all. I'd buy a new motherboard and i3 cpu myself.

In general, you will get better performance out of the 2nd setup for games, and it also allows you to upgrade to a much better setup with popping in an i5/i7 Cpu. For almost the same cost.

A friend is selling the following for €125: asus maximus III gene + i7 860
Should I take it?
Cant find decent information about the motherboard.
Any experience with the CPU/Motherboard?
