CPU GPU Bottlenecking

AMD athlon x2 5400+
asrock motherboard
5 gig RAM
GTX 750 New one then problem started

I got the new graphics card and now I'm getting 100% CPU and basically nothing on GPU when gaming and thats all games old and new. My old graphics card played everything ok and was a GT 430.

Temps are all good.

I've ordered another new graphics card to get on with GT 730 2gig (is this going to be ok)

Drivers are all up to date and fresh install done for windows 7 64.

I personally feel its my CPU causing the problem, but until next month the GT 730 will have to do until funds turn up to upgrade the motherboard and CPU.

Am I right or does anyone else have anything to add..

Yes I built the system from scratch when the 5200+ came out.. I know ouch thats old, the thing is it has played perfect until I got the GTX 750 and my old graphics card is now living its last days playing half life in the brother in-laws PC.

Games: Simcity 5, Empire total war, Banished and the game I started to look into this was Company of Heroes 2 when I noticed the frame rates where rubbish like 9.72 Fps. But mainly these sort of games.

I know the system is old but before this graphics card (GTX 750 ) most of these games played on a high setting.

Now I've just ordered a GT 730 2 Gig and I'm wondering if I'm going to get the same problem.

I play on a Philips 42" TV and resolution is set to 1360x768.

All temps are fine.. CPU 100% and GPU flits about from 5% to 35%

New motherboard and CPU are in the pipe line but not for another 4-6 weeks.

I'm a gamer and I'm not really a noob...
 
45 and 48 GPU in its 30's no fluctuations...

I thought it was the problem.. I've tried overclocking to 3.1 but it changes nothing ... its a core limitation I feel.

Any thoughts on the GT 730.. I got the 2gig version as well its more memory..
