CPU/GPU Game optimisation...

I have a dual gpu setup (580 Lightning Xtreme's) and a 144hz monitor,but...

Some games I run (like MOH: WF) run my GPU at around 50-60% full load, but the frame rate sits at around 80-110... My question is, why doesn't the game kick the gpu to 100 and run at 144hz? or at least run it at full potential?
This happens with many games, and yes, my GPU's and monitor have been set up properly. Even overclocked, it helps at getting higher fps, but not max, when it sometimes should be able to.

^You could be CPU bottlenecked.

If a cpu OC increases frames you probably have a cpu bottleneck.

id also go with CPU bottleneck. we dont know until you tell us what cpu you have. Also what motherboard?
