Just found a nice PC Build, I know nothing about parts preformace, but i do know the acual parts.
The CPU is an AMD Athalon x4 860K (3.7 GhZ, Quad Core) and the GPU is a Nvidia GEForce 960, and with 8 GB of ram, Most people say they can run games at Ultra no problem. Just looking to play GTA V High 1080P and CS:GO at max. Also some live streaming, Thanks!

That is a very nice mid-range priced gaming PC that should be able to do what those people said it could mainly because of the beastly little GTX 960. Although most people would choose a more expensive Intel CPU like a i3 over what is essentially a low-end AMD CPU, the 860K should have no problem paired with the GTX 960 for 1080p gaming. You will save a nice bit of money with that CPU and a FM2+ motherboard vs a Intel CPU and motherboard and get similar gaming performance. Plus, you are getting 4 physical cores vs 2 with an i3 which is always nice to have.

The AMD processor is going to bottleneck in any game the relies on single CPU performance (any fallout or skyrim, ubisoft games).

Even with the best CPU on the market, you still won't be able to set graphics to high on any modern game.

The link I provided shows that even with an intel i7, the 960 is only good on normal settings. You should expect to loose at least 10 frames from having the AMD CPU.
