CPU/GPU Issue when running games

I recently switched my old components into a new, much larger, case. Before the move I had no problem with frame-rate on CS:GO, 200-300 fps, or Borderlands, whatever frame-rate I set. However after the transfer I noticed a severe drop in performance. looking into it I noticed that the GPU is used for the first maybe 30 seconds then it drops down to about 15-20% usage and the CPU picks up to around 80-100% usage and high temps. I have no idea why it does this, and it is highly annoying because it worked perfectly before I transferred it over. Any help/ideas would be appreciated!

did you reapply thermal paste? cleaned up the old one etc when you swtiched? sounds like the cpu doesn't cool down properly and reduces speed due to the high temperatures. did you plug the cpu fan? is it spinning?

It ended up being the thermal paste, just reapplied and back to normal. Thanks!
