Cpu/Gpu underperforming massively

About 4 days ago I my cpu and gpu started to underperform massively. I have tried uninstalling drivers for my gpu and then reinstalling them. That did not work. I decided to factory reset my laptop to see if that would help, still nothing. I am also on windows 10 if that is important.
