Question CPU % GPU Usage low in every game. FPS is not where I want it to be.

I've looked around so many of these discussions but none of them has been able to fix my problem.

For some reason when I run games, I only have about ~50% CPU Utilization and about 40-50% GPU utilization while playing the game. I only get about 90-110 fps on average (sometimes a low 60) and I figure i should be running a lot higher fps. All of my "power utilization" and other modes are all set to performance, so I know that is not the issue.

My pc specs:
Motherboard: TUF GAMING X570-PLUS
Ram: EAMGROUP T-Force Vulcan Z DDR4 32GB Kit (2x16GB) 3200MHz (PC4-25600) CL16 Desktop Memory Module Ram (Gray) - TLZGD432G3200HC16FDC01
GPU: 4070 TI
CPU: Ryzen 9 5950x
PSU: I dont know the exact model but its about 1000 watts so its not a power issue.

I have D.O.C.P enabled in my bios and its clocked at 3200 MHz.
I overclocked my cpu a bit and that did not seem to do anything
I have ReSize game bar on aswell in my bios.
My nvidia drivers are completely updated.

I did see that supposedly the Ryzen 9 5950x could be bottlenecking the 4070 ti (I doubt the people saying this even knew what they were saying), but I dont believe that is the case at all. Even if there was a bottleneck, my gpu utilization should not be in half.
I also do not believe it is a bottleneck, because the Ryzen 9 5950x is very similar to the Ryzen 7 7700x. The Ryzen 7 7700x is "recommended" for the gpu, and my cpu currently runs with more cores and a higher speed on average.. so i dont understand why some people say its that. (PLUS my cpu utilization is also low.. If it was a big bottleneck then it should be like high cpu utilization and low gpu utilization, which is not the case.)

Also, im running a 1440p monitor. This isnt the reason either because even if I do lower or increase my resolution, my fps and utilization remains about the same. I also know that it is not the games fault that it's running so poorly. My friends have their utilization near 95 ish, so I know mine shouldnt be so low.

I recently updated my BIOS and I also completely reinstalled windows to see if that would fix the issues, but that hasn't.

Extra info: I did recently replace my 5700xt radeon gpu with the 4070 ti. I used DDU before to make sure that those drivers weren't effecting it. **I also completely reinstalled windows, which uninstalled everything.**

Make and model of a PSU is a critical factor when knowing if you have a good or a bad unit. The 1000W is the advertise wattage of the unit.

Where did you source the installer for the OS? Did you install the OS in an offline mode? You're advised to do the latter and install all relevant drivers with the latest version in an elevated command, i.e, Right click installer>Run as Administrator

Running Version 5003 on my bios, like i said its completely updated.
corsair rmx series rm1000x is my PSU.

I only reinstalled windows afterwards trying to fix the issue. I used the windows installation media and i did a completely fresh reinstall which deleted all my files. Install what relevant drivers? Nobody has needed to do that from what i've seen and windows already installs the ones you need. Unless you're talking about gpu and cpu drivers, then yes, ive installed them all.

Like i said before, I've only reinstalled windows because i was hoping to fix my issue. I already had any of those drivers from before.. I upgraded from windows 10 to 11. After that didn't help me at all i then went to download an installation media to do a completely fresh install. Ive tried almost everything i've seen online. I looked for hours yesterday , today, and the day before. ☹️🙁
