UPDATE
I had no trouble booting into safe mode so I uninstalled the display driver using ddu and disabled automatic driver installations via group policy, control panel and regedit to prevent it from being installed again. This solved the issue, but I would like to know more what is causing this.

Here are my specs:
Windows 10 Pro 64-bit
Intel Core i5 4670K
Ballistix Sport 2x8GB 16.0GB Dual-Channel DDR3
ASUSTeK COMPUTER INC. Z97-A
Samsung S22D300
Samsung SSD 850 EVO 500GB
Antec 650W Earthwatts Platinum
