Cpu heat normal

I have a ryzen 5 1600 whit factory cooling and it seem my cpu on idle goes to 40 degre is that normal did i lose silicone lottery ? I was wondering cause i have a b350 motherboards rx 470 and flare x 3200 mhz 14 cl i wanted to o.c and i dont want to break anything up costed a bit i am putthing 7 ml pro fan 1. 140mm and 6. 120mm just looking for a few answer or recommandation should i wait and get water coolong h100i v2 before i get on whit my o.c andvis my cpu ok at 40 degree idle to begin whit

1. Please no swearing !

2. AMD heatsinks are good enough, but a 3rd party is better, my 1700x @ 4ghz uses a Noctua and never goes past 62c full throttle.

3. Download free version of AIDA64 and use that to check your temps, BIOS and other tools do not take in to account the 20c offset AMD has added to CPU temps.

Sorry my bad didn mean to swaer i dont notice, to me swear have no meaning. 20 c offset ?... what the you mean please meaning that temperature always 20 degre higher or read higher
