cpu heating issue

its not an issue , i just want to ask that does cpu cool down when not gaming? mean i played rise of the tomb raider (heavy game)for 3.5 hours and obviously cpu heated but after some minutes cpu cooled down. and does cpu heating cause a bit lag spikes ?

CPU heating can cause lag spikes if the CPU is getting too hot and is cycling down to reduce heat.
