cpu heating up help

Hi
I recently clean my cpu fan. after i cleaned it my idle temp is 40-60c on idle and it heat up too 90c+ when i run a couple of things? im using stock cpu fan running on
intel i5 2500k. could it be the thermal compound, gpu, or other parts of the computer?
help out asap please

You haven't placed the heatsink properly, or the fan is not connected.

ill try to reseat the heatsink. will applying new thermal compound help it out a little?
