CPU heatsink and mobo questions

I WAS just wondering, if ive used an intel heatsink for quite a while and I want to replace it with something like the hyper cooler evo 212 cpu cooler, would I have to remove the intel heatsink and scrape thermal stuff of it? if so how would I do it, and how much thermal paste should I put on the cpu when putting the market cooler on it? also is it ok to use the ed500 computer vacuum? it supposed to be safer than compressed air? thanks guys! I have an lg 1150 asus p8z77 v -pro mobo if you're wondering with intel i5 3570k

Easy way to clean off the CPU of thermal compound is wipe with a papertowel, then clean better with a bit of rubbing alcohol on a lint free cloth if available or foam swabs..ten when dry, apply a pea size dab of the TC or a thin X over the top of the CPU, place the heat sink on it, give it a twist one way or the other and back to normal position and attach it, some use the pea method and just push down, squishing it out, which doesn't always provide a full coating and most all apply some extra pressure one way or the other (and the CM EVO comes with CM TC, though many prefer to use their own favorite brand like AS (artic Silver)
