CPU heatsink fan RPM constantly changing? Did I damage my motherboard?

Hi, I'm using the stock CPU fan on my FX-8320 at default clock speed. So what's happening is the heatsink fan's RPM goes up for a brief moment, then comes down and repeats. This is happening when it's in idle, running Google Chrome, or a game. In HWMonitor, the CPU fan RPM seems to be fluctuating EVERY second, and it goes up when the VCore and CPU temperature rises (for a brief moment). I know the AMD stock heatsink sucks, but should I be worried?

I might of damaged my motherboard's CPU 8-pin connector; I noticed that the black plastic surrounding one of the "pins" looks like it's a bit chipped. However, my PC is running just fine and my temps in idle are from 22C-30C and 40-50C in-game. Could this have anything to do with the constantly fluctuating fan speed?

Thanks for the reply. Is it normal for the CPU temp and vcore to fluctuate constantly? The temperature is changing every second, along with the vcore, which goes from 0.900 V to 1428 V. Is this safe?
