Question CPU heatsink mounting screw stuck to standoff

I can't hold the standoff with pliers while unscrewing as the backplate is in the way. Any suggestions? All I can think of is snipping the backplate from the standoff with cutting pliers, so that I can actually reach the standoff. Other than that throwing it out of the window.

The image to the latter picture is blurry. Can you take another shot of the standoff? Also, if you have access to needle nose pliers, that should be quick work, without butchering the brace/retention backplate.
