CPU High Idle

Hi, I have an AMD FX-8350 CPU. To go with it I have a Swiftech H220-X Liquid Cooling Unit. My CPU continues to idle around 40 degrees Celsius. For a cooler of this caliber it seems pretty damn high. I have 2 fans set up in the "pull" configuration. Does anyone have a solution for this or is this normal and what should/can I do to provide better temperatures?
 
Idle temps aren't always a big deal unless they are hovering around 50-60 Degrees Celsius. 40 Degrees Celsius, while certainly hotter than normal, is perfectly safe for your CPU. Could I ask you what your CPU temp is on load?
