CPU High Load

Hi guys, in task maneger the load of my cpu is constantly going up and down. Going from 3% to 85%, sometimes even 100%. The weird part is that the processes only amount to 20% of the cpu usage. Any help in this would be very appreciated

Ran a full anti virus scan with baidu and nothing came up
Also Im able to post the prints, I put them on imgur
