Cpu high temp roblem

I'm getting high temp at like 60C and my cpu is q6600 and I found that my PSU fan is running at slow and even when I'm playing a games it still runs slow and it does not exhaust really well. Does it affect the temperature of my cpu?

And lastly, the push pin of my hsf is little bit broken but, it's still good and fits good but, again does it affect it too the cpu temp?

PSU fan doesn't effect CPU temp. 60c is well within perimeters. Those chips can run up to 80c, but exceeding 80c can cause damage if sustained. You're fine.
