Question CPU high usage most of the time

Hello guys,

I have an issue with an Windows Server 2008 R2 on a VM. Most of the time the CPU is in high usage, reach also 100% . System idle process is using the most part of CPU. I tried to restart all processes, restarted the windows, no progress.

Processor: Intel Xeon CPU E5-2600 V3@ 2.40 GHZ (4 processors)
OS: 64 bit
1 TB HDD
6 GB RAM

There is no app running ,only the services of the windows in background. Also I discovered that the HDD is used at high usage most of the time, I don't know if has to do with the CPU issue.

I don't know what to do next. Any idea?

HDD access can entail high CPU time, so yes, the two can be linked. What OS are you using as host? What virtualization technology are you using?
