CPU high usage, no culprits in Task Manager

Title. CPU has abnormal usage, and maxes out on any game I try to play. Oddly enough, the CPU will say 100%, but task manager will say that the game process is only using 2-4%. The only thing I have changed is I just replaced my HDDs with SSDs.

CPU: i5-7600 3.5 GHz

GPU: MSI GeForce GTX ARMOR 8G OC

RAM: Patriot Memory DDR4 3000 MHz 16gb

SSD: Samsung 860 EVO 250GB and 1TB

OS is installed on the 250GB, and games and such are on the 1TB. PC was running fine before adding the SSDs.

This could be a cooling issue maybe a dying cooler or old thermal paste

It's not an overheating issue. I switched back to my HDDs today and everything is running like it should.
