CPU hitting 90c

Im pretty novice to this stuff so i dont know exactly which part is failing on me and therefore what to replace, using a intel i5-3570k ivy bridge CPU with a Corsair H100 liquid cooling, everything is good until computer suddenly experiences an uncorrectable error and turns off, following a reboot the Bios opens up in optemized defaults and performance issues continue, so i open the Bios and notice the CPU is running at 91c, cpu fan at about 8krpm so i turn it off, open the case to a full clean of dust turn it back on after im sure its cooled down and then go to the Bios, the cpu starts at 35c and continues to rise at about 1c/second and it continues all the way to 90c again, is this a paste issue or fan issue? To be fair the rig is about 3-4 years old and due for an upgrade but still runs all games at 60fps so i didnt think there was an issue. Was not experiencing problems prior to this, playing for at least 6hours seeing no performance issues, but now im scared to even turn on the pc without damaging other parts, could this even be a Fan Software problem?
 
I recently had to reapply the paste on my Corsair cooling system when my temperatures were hitting 100 C. The pad that came with the cooler was worthless and using Arctic Silver dropped the temperatures back to where they belonged.
