CPU hotter, CPU Fan slower

Strange thing going on here. On normal use, all temperatures are solid around 35 degrees celsius. When playing games for example, temperature goes up. However, it doesn't stop going up and even reaches 90 degrees Celsius.

According to speed fan and ASRock eXtreme Tuner, my CPU Fan is normally running at about 600 rpm when temperatures are good, but when I reach the target temperature of 45 degrees Celsius, in stead of speeding up, the fan goes slower; all the way back to 250 rpm. Logically, the teperature keeps on rising. Is there any way I can get my fan to speed up again as it should, in stead of slowing down?

CPU: AMD Phenom II X4 965E
CPU Fan: Cooler Master Hyper 212 Evo
Motherboard: ASRock 970 Extreme 3 R2.0

Ran both coretemp and speedfan, pushed it to 68 degrees celcius (68 on coretemp, 64 on speedfan). Quit the game after that, so the system wouldnt crash. Once again; The rpm of the cpu fan went down the moment the temperature got above 48 degrees celcius.

BIOS is set to put the fan on level 9 (max) once 48 degrees celcius is hit.

At the moment, my CPU fan runs at 560 RPM, where at the 68 degrees point it was as low as 375 RPM.
 
I tried that earlier to no avail.
however, I decided to change the fan to the ither side of the heatsink and reconnect the fan to the mb, also tightening the screws on the mb a bit. And up went the rpm, to 1200-1500. Temperature hasnt risen above 52C in the 30mins of far cry 4, so i have good hope this case is solved. Will confirm tomorrow after more testing.
