Cpu Idle at 100% . Please help

Hey guys,so I just installed new GPU rx 580 ,new psu and changed my hdd to a fresh one. Also installed win10. When I turned the computer on,it was very laggy so i checked CPU usage which was at 100% with only "background" using 40%. Any idea why? Please help me if you can

Do you still have the other hdd? Maybe someone has a better idea. But I would try that and see what happens.
