Cpu idle at 45C

My i7 4790K is running at 45c idle but all other hardware is between 28-35c. All of my fans are blowing correctly. Any ideas on what's going on here, is my heatsink just not dispersing heat fast enough? When I open a new web page it jumps to anywhere from 65C to 75C and than back down to the 50s. I don't get why it is pushing itself too hard. It use to run at 33C idle and suddenly now much higher. I use the hi100. I already reseated it and reapply thermo but it is still acting the same way. When it boots up it goes to as high as 90 C but again back down to 50C when everything is loaded. I've also cleared the Bios and CMOS. Neep help. Corsair app and HW monitor show the same temp as the bios.
 
Remove the cooler again and see if it is still a bad application. Make sure it is not to tight when you screw it back on. Also, the paste should be thin but should cover almost the entire cpu. If it doesn't use the LINE method for installation of new paste.
 


Yeah I just dropped a dot the second time. It is notable that the preapplied thermo started acting this way too before I removed it. Anyway, I'll redo it again and let you guys know, thanks.
