Cpu Idle heat and top heat

so i have the i74790k and i dont know if its overclocked or not .. in the bios it says its @ 4400 but in cpu-z it says its @ 4000-4300 and im wondering if the temps im getting are normal.. idle is like 40 and when i start the system its 55-65 cfor a min or less and once i open programs it goes from 42-60c for one sec and when i open twitch streams on source and league of legends on the login screen it gets up to 71 c ?
 


correct me if I'm wrong but i just ran batman arkham knight at maxed settings 1080p and the temp was 65-70c max thats good right ? but it spiked to 80 for a sec
 


Yep, good... 80C is not good to sustain but won't hurt for a quick second... Those all sound like stock cooler temps
 

what great cpu cooler do you recommend since the stock cooler is good but not great

What's your budget? Do you plan to overclock in the future?
 


my budget it around 150$ and no im not planning to over clock what so ever , how can i know if my cpu is over clocked already 0_o :?
 


if you don't plan on overclocking the Hyper EVO 212 is a good choice at the $25 dollar range along with the Cryorig h7 if it is in stock. They are not "great" but if you're not overclocking this should be good unless you're very nervous about your temps then we can recommend accordingly

should i get a water cooler or does it have too much risks ? of spelling all over the components and such if not im thinking of getting the nzxt water cooler and forget about the budget i told you about ... what is the best cpu fan out there ?
