I recently started to notice my computer crashing so I had a look in my BIOS and my cpu temp is sitting at 80 degrees so i purchased some thermal paste and reapplied it to the cpu and it doesnt seem to have made much of a difference, i cleaned and reapplied it 3 times to make sure i was not putting too much or too less on and all 3 times were sitting at above 75c idle, I have tried with my case open and closed to test different air flow but to no avail, I have 1 fan on my cpu and 1 fan below my harddrive at the front of the computer.

My specs are as follows:

motherboard: gigabyte ga-f2a78m-hd2
cpu: amd athlon x4 860k kaveri quad-core 3.7 ghz fm2+

here are pictures of my BIOS: http://m.imgur.com/IfOrO7q,2dJzIaJ

I have also tried changing the rpm of the fan to full speed

Solution
Come back and let me know what happen if you decide to go that route, I think with a better aftermarket cooler and thermal paste.
You'll do alot more better and your apu will perform better when its not hot going full load.
I have the stock heatsink that came with the cpu with the fan attached, I bought Nano Diamond Thermal Compound.

my first attempt I i created a thin coat over the whole cpu, 2nd attempt same thing but i used a bit less, 3rd attempt i placed one drop in the middle about the same size as the other attemps except i didnt spread it. the size was about half the size of a pea. i cleaned the cpu and heatsink each time with a cloth and rubbing alcohol

Hmm that would explain why your cpu won't stay cool properly.
This is how you apply thermal paste to a cpu, I do that to amd apus/cpus and intel cpus.

Both of those items will do a better job at keeping your apu cooler for about 6 months then reapply again since you will be clocked up high.
Also it will run you about 35.00 bucks with s/h already factored into it, not a bad deal if you have the money now or later.

I'm not sure, it has a good feedback rating but if you didn't apply right on the cpu and if you have glops all over the cpu and flowing off of it.

Its a sure fire bet its not going to cool right at all, I'm surprised your moboa cpu thermal alarm didn't go off when it started peeking at 80 degrees.
Look at my pic and try to do it that way, 4 small dots on each corner of the cpu, gently place it on there and I don't hear from it for the next 6 months. :)

is the fan still spinning? and have you cleaned the clogged dust within the heat sink layers? yeah it seem silly question as you already opened up your heatsink and reapply thermal paste but people usually neglected this.

You should also know that after you take off the heatsink, the thermal paste has to get reapply every time you take it off. Normally thermal paste has minimum 2 year lifetime.

860K came with very low quality heatsink, same as what i got with my phenom x2-555. It can barely meet up with the demand of X4-B55 after I unlock it and can only hold up to 3,6GHz because the temperature hit 65c.

I myself using 5 dot method as per above already said.

If the fan still spinning and thermal paste newly install, I would blame the fan that has weakened its function. That fan is a high static pressure type, so without its needed rpm, that fan won't get things done.

When you decided to get new heatsink, I would recommended this $15

or this $17

those 2 fan can also fit to your new pc later day as long as the socket it compatible with is within its range.

I think your time frustrating your problem is wasted on $15 solution.

Good luck

the fan is still spinning and i cleaned out the heat sink/fan, i am also reapplying the paste each time; i think im going to replace the heat sink and see if i get any better results
