CPU idle temp at 60-70C, is this normal

I have a Intel Pentium E5400 and its running at high temperatures idle is it supposed to do that?

And if its too high how can i fix that?

That is very hot for idle normal idle is between 25 and 45

No. I would say 30s is the normal depending on outside temperature.

As others have said probably not. At idle it shouldn't be much above ambient, but that will depend on how good your cooler is, you may need to invest in a better one.

I have cleaned the dust off and the fan is working fine but loud, there is no thermal paste thou so that might be a problem but it dosent matter that much right?

Thermal paste definitely matters, if there isn't any between the CPU and and heatsink you want to get some on there, shouldn't set you back more than £5-£10. May be worth investing a couple of extra £/$'s and getting some cleaning fluid and cloth to clean prior, depending on how bad it looks under there.
