CPU idle temp HELP!!!

I have i7 3770(not K) and my idle temp is around 55-60°C but my CPU fan is not running loud . CPU ussage is 25-30%, I cleaned my housing from dust so I don't know what is the probblem. Before I installed windows 10 my idle temp on CPU was newer that high. I thing temp before was around 40°C.
Does anyone have same problems?

I was using windows 7 and then fresh installed windows 10.

Is this a stock heatsink or aftermarket?

Windows 10 shouldn't affect temperatures at idle. However idle doesn't mean 25 - 30 % load, the total CPU load should ideally be less than 5 - 10% or less to be considered "idle". If you are consistently sitting at 25 - 30, then you need to find out what process is keeping your CPU busy because that could be the problem.

I run Windows 10 on a Haswell (4770K) which is arguably as hot as Ivy, and I idle mid 30's with a closed loop cooler with ambient temps of 24C.

If you are getting those temps with an actual CPU usage at or near 0%, then you may want to look at removing your heatsink and replacing the TIM.

My cpu is 3.4GHz-3.9 but now it uses 20-30% and it's already 3.7GHz, is this OK?

If you aren't doing anything with your computer, your CPU usage shouldn't be 20 - 30%. For instance when I just opened my Task Manager, the CPU usage is sitting around 3-4%. This is normal. If you are consistently seeing 20 - 30 % then there is a task or service that is utilizing your CPU. That also explains why the CPU is running at 3.7GHz and not downclocking to 800MHz or thereabouts. I just looked at my core clock in HWINFO and it shows my minimum was 800MHz, but as I watched it, it never went below 1800MHz and it bounces all over the place. This is normal behavior as the CPU responds very quickly to changes in load and varies Vcore and the multiplier.

So what you need to do is find out what task or service is eating up your CPU time. Make sure you have everything you're not using closed and open the Task Manager. Under the Processes tab, sort the processes by CPU% greatest to least. This will put the highest usage processes at the top. Note which one(s) are using most of the CPU time. Post them here.

Now if you do this and you don't have any processes in the Process tab that are using a significant amount of CPU time, then it could be a Windows service which might not appear in the Process tab. Then you need to open the Resource Monitor and go to the CPU tab and sort the CPU usage as you did with the Task Manager. Hopefully this way we can sort out what is keeping your CPU busy.
