CPU Idle temp is high

Hello, i recently bought a new computer case, gaming mouse, keyboard and 2 120mm led fan for my new case.
After i finished installing and start my computer, it stops at Starting window and after a few second i get an error saying "Please select a proper booting device". I tried restarting my pc and it starts normally but it's so slow and CPU temp is 70 C Idle.

So i tried removing those 2 led fans and start it again, computer boots normally, no lag, no error but temp is still the same

I have Core 2 Duo
3gb DDR3 RAM
Palit GeForce GT640 1GB GDDR3
500W PSU

I also noticed that my GPU requires a minimum of 350W so maybe my PSU is not enough to power my whole pc?

Interesting as to why the CPU would be that high when it wasn't at all in your old case. So all you did was switch the case, nothing else?

If your cpu is at 70c. at idle, I suspect that your cpu cooler has come loose.
If it is the intel stock cooler, look at the back of the motherboard to see if all 4 pushpins are completely through and locked. There should be NO wiggle if you nudge the cooler.

Your psu is fine unless it is a crap brand. What is it?

its not the psu the psu u have is no doubt a crappy one but what you have the psu can easily handle.
remove the heatsink remove the thermal paste by removing alcohol use a small drop of thermal paste and put the heatsink back you dont have to spread the thermal it will spread automatically by its own.(sometimes the thermal paste dries out and these heating conditions occurs)

I tried checking the cpu fan as geofelt said and found out that 2 pins are not inserted, after fixing it temp now ranges from 45-50 C.
And again i tried restarting my pc with 2 led fans connected and im still getting stuck at Starting Windows followed by boot error as i mention above, but when i remove those 2 fans, my computer starts normally

BTW it's a Thermaltake Thunderblade 120mm fan

Thank you for the replies, found out that the reason why i'm getting hdd error is because my PSU doesn't have enough watts to power my whole computer
when 3 120mm fans is connected
