CPU idle temps at 68-98C!

CPU is AMD A10 7890 (4.1 - 4.3 GHZ)

I notice it idles at around 68 up to almost 100C! (it goes back and forth alot) i tried putting another fan in my case and that didnt help. i know an after market cooler would help but i dont have anymore money after i bought this rig :/ any suggestions? i was thinking this is why my GTX 970 doesnt get alot of FPS on CSGO or BO3. on Cod4 i get consistent 250 fps BUT when i play csgo i dip below 100 alot and bo3 the same thing happens... is it because of my cpu temps?

I have no control over my cpu fan that i know of so i havent tried adjusting speed either.
 
Solution
Go into bios. Click to set factory defaults (usually F5) this'll kill all the OC and any settings associated with the OC and return the cpu back to stock speeds..

Adding fans doesn't always solve the issue, the fans have to be doing something. Top/rear always exhaust. Is ok to have more exhaust than intake fans. Front/low is intake. Forget about side fans unless you have a larger 200 series amd card, then use that as exhaust.

Bios will have settings for fans, especially the cpu fan it'll also have a decent fan curve although that's not obvious. You can set top thermal limits lower on the fan, so if it reaches 100% at 70°, you can set this for 60° and the fan will spin up sooner. Also make sure Cool-n-Quiet is enabled.
