CPU Idling Around 48C Under load can get up to 90C

My CPU is an Intel Core i5 4670k and the fan I'm using is a cheap K32 High Performance Cooler. I've read in most threads that even with the stock fan the temperatures should be idling around 35C.

I've checked the heatsink multiple times and have reapplied thermal paste that has lowered the idle temp by around 4 degrees. The heatsink is warm even at higher temperatures, but I know that it is attached correctly and there are no loose screws. Could this be a problem with the CPU itself, or is the fan really terrible and I have to get another cooler (I've been thinking of getting a water cooling system as the space in my CiT Neptune Case is not big enough for the Hyper 212 Evo).

Am I being too paranoid and these temps are decent? Or is there really something wrong with my computer.

Those temps are pretty high, I'd suggest a better cooler. What are your ambient room temps? They will have an effect on the cpu temps. Obviously if a room is 22c the temps will be much cooler than if it's 28-30c. 48 is pretty high for idle and 90c too high for load temps. Full load in real world applications like gaming should be closer to 60-70c, the lower the better. Even 70c+ while gaming is pretty high though not completely unsafe.
