Question CPU idling at 40c, not dropping below.

I have a 6700k running stock clocks, 2 nights ago I was playing dayz and my computer started running really weird and lagging so I turned it off and BIOS came up saying the CPU had overheated. I found that the bracket for my cooler no longer held on tight enough for the heatsink to connect proper so I installed an air cooler. I have tried 3 different thermal greases, and my temps right now are all 39c and 40c on all cores while i am just typing this post with no games or intensive programs running. I have a 6700k, on a z170ar motherboard, case is a p400s with 2 front fans, 1 rear exhaust fan and then the cpu cooler is a Enermax ETS-N30II that I have runnning on full load at all times. The fan on it is kinda small, only 9cm, could that be the issue?

That's a pretty small cooler. I wouldn't expect great results from it.

Yeah I got it for $10 at frys electronics, because it had a rebate. I plan on upgrading my pc soon, so this little thing is just a place holder and i am just kinda nervous to put my CPU under load.
