Cpu idling at 65-85C

Hi, my cpu is idling at 65C-85C i have stock cpu fan, i have put on thermal paste. Can it be the fan, cpu or thermal paste? Should i also flash the bios?

The programs i use to check the temp is Speecy and HWMonitor.

CPU: Intel core i7 2700k
Motherboard:H61M-P31/W8
PSU: XFX 550W

Edit: It kinda stood idle at 50C and watching youtube 65-85.

The give away here is you said; 'I have put on thermal paste'.
You did not secure the four pins properly or you would not be here asking for help.

I will check the four pins when i get home, thank you for the quick reply.
