CPU Ignoring Multiplier Increase

hey everyone!

i have this problem that i only just noticed and i have tried EVERYTHING and searched countless forums.

i have an i7 4790k and an ASUS Z97-k mobo

on W7 & W8.1 i have successfully overclocked my CPU. I now have Windows 10 64-bit and i have noticed issues - my CPU seems to ignore the maximum multiplier and just run at 4ghz stock. Even with no overclock, the CPU wont even turbo boost to 4.4ghz. As you can see from the picture below, programs are detecting changes i make to the multiplier (CPU-z displaying multiplier 8-45), but the CPU just doesn't want to go above 4ghz.

What i have tried:
checking windows power setting
disabling background apps possibly holding me back
running in safe mode
updating bios
resetting cmos
disable power saving options in bios
fresh install of windows
i even tried the fix for the known W10 & the G2358 chip where you take ownership of hidden files and delete them

system:
i7 4790k liquid cooled
asus z97-k
16gb ram
nvidia titan x

Are you trying to overclock within windows? I wouldn't recommend that.

It sounds like you have some BIOS settings wrong.

-Multiplier set to 40
-Turbo Boost off
-Who knows what else?

It could be throttling due to heat. What are you temps like?
