[SOLVED] CPU insane clock speed fluctuation - Is this normal?

Specs:
Windows 10 64-bit
Ryzen 5 3500U
Vega 8 Integrated GPU
16GB DDR4 Single Channel

So I don't know if this is normal or not, my CPU's clock speed fluctuates really wildly while in use (sometimes even when it's idle)
I use a program called Ryzen Controller, it lets you boost the TDP of the processor and overclock the integrated GPU.

I'd like to ask if there could be a problem with my laptop? I don't know much about processors and computer hardware but this kind of fluctuation seems very unnatural and strange. Also if someone could tell me, what does P-state mean?
Also I'd like to add, the clock speed is NEVER so constant and straight as on the first picture. It doesn't depend on the settings or the power option I choose, sometimes it's fluctuating like hell and sometimes it's fluctuating moderately, but it's really rare when the line is so straight as on the first picture.

Ryzen is acting very different from older Intel cpus and boosts in very short bursts depending on the workload and temperature. On top of that it might start switching the load from core to core.

If you got no performance problems that you did not mention, this is absolutely normal behavior.
